Does it come with waist ties and does it have a zipper? Also interested in the waist and I'd it has shirring.

The waist ties were used to make the waist measurement wider, it was altered. It does have a zipper and pockets.

What would the waist be? I think 16 is around 38inch? Is that correct, or? I'm not sure.
