hello this is the full description of the item http://hellolace.net/wardrobe/angelic-pretty/type/jsk/item/403/ I do not think it is high waisted, please check hellolace and lolibrary. the shipping cost to the US mainland tracked should be around 30 us dollars, I would refund the difference if cheaper. hope this helps.thanks
