Flat, chest measures 15 in, waist measures 13.5. With the shirring panel in the back it provides about 3 more inches to each when stretched.

The lolilibrary measurements for this dress have the bust go up to 42.5 inches, but I saw your measurements were smaller. Could a 37" bust fit or would it be too tight?

Yes, a 37” bust would fit. I re-read my comment and realized that I made it kinda confusing. With the shirring stretched I’d say the Lolibrary measurements are correct.
