Hi there! Is shipping to Toronto Canada the same as the full International shipping?

Hi! Since I don't have a scale and can't figure out the cost without physically going to the post office, I charge the same for shipping but refund any difference after it is shipped. In the past it has been about $10-15 less than the regular international rate. Thanks!
