AP Cotton Candy Shop JSK+Headbow in Black
I am the second owner of this but I've only worn it out once! The dress and the headbow are in absolutely great condition, and it does include waist ties (just forgot to photograph them!)
The print features cute little cotton candy sheep and bunnies in hot air balloons, and has star-themed lace! The front has a corset panel with shirring that is fairly generous and the back of the dress is also fully shirred.
Measurements: 80-110 cm bust, 72-98 cm waist, approximately! But it probably could go a few centimeters smaller, so ask if you're unsure.
