Hello, while I do believe these are a true size 38 I do not think they will fit a size 8 us. I think 38 is meant to be closer to 7.5 us. Therefore I think a size 8 would be able to put them on but I don't think it would be comfortable at all. If you are unsure please measure a stencil of your foot and check if it is longer than 9.25 inches at the longest as this is what I have measured the insole to be
