This is Angelic Pretty's Wonder Party from 2009! I purchased it here on LaceMarket from a seller who'd never worn it and I've only worn it once. One of the waist ties still has a Japanese tag on it as you can see in the photo. It is so beautiful and intricate, but I am focusing solely on gothic now, so I don't want this to collect dust in my closet. This is the bustier version of the dress. 

I am a tallish lolita and this fit me perfectly. The bust goes up to 36 inches max. It fit my 30 inch waist.
