How forgiving do you think the waist measurements are? Think it could fit a 78cm waist or would it be too small?

I would say 80cm is the very max waist do 78cm would probably fit but be quite tight when wearing it. The back of the skirt is elastic shirred so if you want to do some minor alteration to remove the elastic, it should be a more comfy fit.
