Third owner, comes with detachable waist ties.

I love this dress, but it's to small for me now.

Purchased secondhand, but I haven't had it for very long maybe a few months.  No rips, tears or stains, although the bow at the back of the dress is loose, but can be easily fixed.  I do own cats, but my clothes are kept away from them. I will have it cleaned before I ship it out though.The waist ties are detachable.

The bust is pretty small, it can fit up to 36' around, but nothing beyond that.
