Bought new from AP USA. New with tags. Does come with the waist ties and headbow, just forgot to take a picture of them. Only briefly tried on. The best measurements I could get are below!
It's a beautiful print and a nice lightweight fabric, but sadly, it's just too short for my liking.
bust: 78cm-108cm
waist: 72cm-100cm
length: 89cm but the button on the strap could be moved down to allow for an extra 5-6cm
