Unless strictly stated /not to/, will ship to paypal address. I do not ship to the US or New Zealand as there as those are the only countries I've had problems with and have been selling successfully on ebay and depop with no negative reviews.
Tracked and insured (default here in Latvia) shipping only, let me know for how much you want to insure the item for. according to lolibrary the bust is 92cm, the waist I'd say is free since the dress is A-line.
