looking at the edges, I think is was ripped rather then cut. also because it goes lower down the horizontal seam at the bottom.

Does the elastic feel new? That's the only reason I could think of for why someone may have cut it apart and resewn (though I wish they went to a professional).

might be. I thought it was a attempt to alter it but they might have replaced the elastic since it's not loose at all
