What is the waist measurement for the skirt? Also, what would shipping to the us be

Hi, it can fit a waist of up to ~71 cm and can be adjusted with an elastic band inside. Shipping to the US would cost 18€ untracked or 23€ tracked. :) I'm open to offers!
