New without tags, because it never had tags in the first place? I've only tried it on, it was too tight across the shoulders. It comes with all three neck ties. As this blouse was quite cheap, the finish of the sewing isn't very good. The worst problem would be the uneven shoulders- the left shoulder is about one cm longer than the right. Also, the sleeves are quit short, and the over-locked edges are left unfinished.
