The JSK is very old, and a design choice that they made was to leave rough un-hemmed edges on the detachable bow and the ruffles down the front of the dress. These un-hemmed edges have some loose threads, which I've provided two picture examples of. There are more, though.
The JSK is mostly shirred, but I don't have a point of reference for how much it can stretch. Lolibrary says that the waist gets up to 94cm but mentions nothing about the bust. I've got around a 96cm bust and it fits very comfortably.
