Waist: 66-88 cm
Length: 45 cm The skirt is pretty short (I'm 5" 1' and it's still pretty well above my knees when I'm wearing a petticoat). It does convert into a skirt--the top part is detachable. Item past/am I the first owner? : No. I bought this item used from Tokyo Alice Non-smoking. I have dogs, but keep them away from my wardrobe.
