This is a NWOT black blouse from Alice and the Pirates. It is the "Prince Conrad" design, pretty sure it's the 2013 version. (No back pleats, slightly slimmer than the 2012.) It has long cuffs that can be folded up, a stand collar, and a removable tie bow.
Still in the bag, never worn, easy to coordinate. I'd keep it if it would only fit my bust! It has just enough frills to be loli, but is still an essentially simple design.
