It's one extra layer on top of that but since it's tiered and gathered on every tier, it spreads out really nicely.

No, it's one layer of lining and one layer of gathered organza.
I made a quick drawing for you to explain: http://imgur.com/kc0GTbr . It might be one layer, but because it is divided in three parts and gathered everywhere, it gets really 'fluffy' and spread-out.
