Absolutely gorgeous dress! Waist ties are included. I did safety pin the top bow so it looked better. So, if you don't want the pins, let me know and I'll take them out. Also one of the waist tie buttons did pop off when trying on but I've sewn it back. The thread is a brown instead of the pink used on the rest of the dress but its barely noticeable. Other than that, there's no other problems with this dress! The previous owner said it was from the 2013 release but it's actually part of the 2015 special release. Wrinkling is from storage. Only tried to try on, never actually worn by me. If you have any other questions, do ask!

Lolibrary doesn't actually give measurements for this dress. So the flat measurements:
Bust- 45cm - 52cm (90cm - 104cm doubled)
Waist-40 cm- 50 cm (80cm - 100 cm doubled)
Dress length- 75cm + 4cm lace
Skirt length-55 cm + 4cm lace
