Chiffon ruffle underskirt with ribbon belt by Peacockalorum on Etsy. White with 4 ruffles, approx. 68cm in length, shirred waist 70~116cm. I purchased new and only tried on. Made very well and seemed very comfortable; I'm just looking to make back what I paid for it.

Can the waist be tied tighter with the ribbon?

I don't think so, it's more for the look. There is a single small belt loop in the back of the skirt that the ribbon goes through. Perhaps if you wanted to wear it as a skirt/overskirt, then the ribbon would hide the shirring.
