A cute seahorse OP and matching KC. I have not found any visible defects although of course it could use a good steam.
Includes a small tulle layer over the lining so gives it some small poof even without a petticoat. 

I assume the brand is a taobao brand "Grace Ruby" but I haven't been able to find any other information about this dress online.
