Made by a defunct Japanese brand Rural Poetry (田園詩) that used to produce lolita style items back in the 90s. Can fit a smaller petticoat, made out of heavy fabric, and there's a zipper in the back. Waist ties are not detachable.
No particular damages, but it's still an older second hand item, and there's a bit of a worn feeling and a few loose threads.
