This is a two piece skirt (top and bottom underskirt). I purchased it from Mercari some time ago but never wore it as it was much smaller than was listed. There is no tag on it so I don't know where it originally came from.

The entire waistline has elastic running through but it has very little stretch to it. I'd say it only expands an extra 2 inches max.

It looks like the waistline of the white underskirt is a little yellowed, but aside from that I couldn't see any other significant stains. Also please note that both bright white and off-white lace was used - just in case that kind of thing bothers you. 

Otherwise, this is a great piece for casual old school lolita. 

Sizing:

Lying flat, it looks like the waist comes to 12.5 inches - so I would only suggest it for someone super petite. I don't think it'll stretch more than 26-27 inches in circumference, but this is just my guess. 

Lengthwise it appears to be 19 inches (as seen pictured).
