I bought it at a vintage store and never wore it

It's very fluffy and soft.

I bought it specifically for Otome-kei, it would work very well as a layering petticoat, or by itself with dresses from Emily Temple Cute, Milk, etc.

Does this petticoat have lining? What is the length?

It has a satiny lining at the top that my previous malco modes pettis didn't have that is soft and nice. I would say it is the exact same length as a malco modes petticoat -- I bought it specifically because it worked great for lolita and I was wearing a lolita dress when I bought it and the length didn't give me any problems and was unremarkable -- hope this helps!
