Super cute dress from Nighwhisper Lolita, it's made of spandex (not as bad as you'd think) and is very elastic and forgiving with sizing. Only tried on once.
Measurements from Nightwhisper: S-L Bust 31"-40" (80cm-100cm), waist no limit, length 95cm. Personally, it fit me at a 115 cm bust and 100 cm waist, but not quite right. Either way, it comfortably fits up to a 115 cm bust.
It comes with the bow pin pictured.

I have 3 cats and a lizard, so beware if you're highly sensitive to cat fur. I try my best to not have much on any items but in a house like this it's inevitable. It's unlikely that you'll encounter any scales, but possible. I'm pretty sure they're hypoallergenic.
