The shoulder straps need repair!

Bought secondhand and looked like new but seller did not inform me that:
1) the shoulder elastics are COMPLETELY undone, as in it just falls off my hanger. I didn't know what the heck was up with it until I looked at the lolibrary reference. It seems like it's supposed to be ruched at the top but it completely got loose and the elastics for your underarm could also use some help. 
2) no waist ties :( 

I truly don't know what to do with this piece, idek basic sewing but the dress looks as if mint condition. Selling just to make back some of what I lost and hoping someone who wants a little project can lobotomize this.

Will be out of town from 18-23, if bought before that I can ship out right away. If bid, will be sent out after the 23rd (sorry 😔 )
