I've had this for years and never wore it.  My own measurements:
bust 38 inch
waist 33.5 inch
skirt  23 inch
Total garment length from center front 31 inch

Bust and waist can be made smaller with lacing in the front.  The fabric has some small imperfections in the white sections of some of the card suits.  I think it's the texture of the fabric? It's not a stain.  Please check the last photo for an example :)
