This is a hoop skirt petticoat, you can adjust both the length and width of the skirt. 

I am getting rid of it because I am short and prefer shorter dresses and JSKs because of that, this petticoat sticks out of the bottom of all of my short dresses. I am 5'4" for reference. 

I think if you were just a few inches taller this would be awesome to have.

Maximum stretch :36in 
Comfortable stretch: 29in
Please note that there is no zipper, so you have to be able to pull it on somehow.
