Hi :) Yes that is correct. The seller I bought it from listed it with these exact measurements. It's super stretchy and there is a lot of room. Also please keep in mind this skirt is high waisted. Thank you

Sorry again, I would like to make a correction, 58cm is the minimum size. The seller listed the waist size as free because it is full shirring. Sorry about the confusion!
