It has about a 64 cm waist tighten closed and then a 13cm Modesty panel which can extend it to about 71 to 73cm. Then the center measures at about 34 cm. I'll try to upload more pictures though it will be hard to see cm in them.
As for Shipping to Germany, I believe the cheapest I found is USPS's First-Class Package International Service which would be $24.50 to which shipping time varies. Then the next cheapest would be Priority International Mail at $55.60 for an estimated " 3 - 5 business days to many major markets".
