This is a simple white petticoat from Baby the Stars Shine Bright. Waist is fully elastic. This has been worn many times, may have some slight yellowing in the waist in some places.

Hi! I didn’t take the measurement before packing it away, but if you need an exact measurement I can pull it out tomorrow:). Looking at other Baby panniers on Lolibrary they seem to be 95-100 max. I’d guess this one is probably similar, but I can get back to you with something more precise if you’d like .
