Received the dress on 10/21, but discovered that the waist ties were not included with the dress--while the proof photos didn't show them, the Lace Market photos did show some, and it had not been noted in the description that they were missing. So I messaged the seller if they were supposed to be included. She wrote back to say that she'd find them and send them out first class ASAP.
Messaged the seller again on 10/30 because I hadn't seen them come in the mail; seller replied that due to bad weather (there had been flooding in her area) and work she hadn't been able to send them out, and offered a $10 refund for my inconvenience, which I accepted. She said that she would send them out the following Monday.
On 11/9 I sent her another message asking about the ties. The seller replied with an apology, saying that the ties may have gotten mixed in with a family members' possessions when she was helping them move out. While she mentioned that she'd send them out if and when she found them, for now they'd be considered lost, and she felt really bad for how everything went down. She apologized for losing them and offered me another $10 refund, which I accepted.
While I'm satisfied with my purchase I would have appreciated the seller being more up front with their communication. She was still very sweet and polite and I hope she does eventually find the waist ties. In the meantime I'll be searching for a belt.
