This is a sort of old Baby the Stars Shine Bright blouse (probably circa 2008) with shirring and detachable sleeves, white ribbon tie closure, and rose lace. Color is more off an off-white, but closer to white than cream IMO. 

Pretty sure it's had several owners who loved it well but in decent condition for its age and use. May have slight underarm discoloration from a previous owner, but probably could be fixed. 

Detachable sleeves, FULL SHIRRING. Because of the full shirring it would probably be suitable for a plus size lolita. Great foundation piece for anyone. 

May not be suitable for very tall women; I am quite tall and it was a bit short to wear with a skirt. Probably great for a short lolita.
