Honestly the inner lining won't be able to support a full petti, but if you want to modify that, the outside/lace looks like it can accommodate a full skirt. The inside of the overlay has been lined with the fabric, so it would be a little bit more seam ripping to modify the inside. I'm guessing my grandma made it in a time where they just began using fabric saving methods but haven't started shortening their clothes yet. Overlay is made of a lace fabric and a velvet fabric
Its 40" long but is easy to shorten, the fabric around the bottom (overlay) is 108" the lining is 62" on the bottom and the waist is 36" but can probably accommodate more If you let out the waistband. 

The fabric is all great and beautiful quality, however, I am no longer into the gothic substyle so I'm letting it go. I hope it goes to someone that can alter it to be in a gorgeous cord!
