Comes with full shirring in the back, bust and waist resting at 28". Attached waist ties. The fabric is very soft. The bow is detachable and on a clip, so it can be worn on the dress or on your head. I've also worn it as a neck accessory.

Max bust and waist?

I would say a max of 36”. Based on my measurements, the shirring panel rests at 7”, but when fully stretched, it’s at 13”.
