With the stretch it's a little hard to tell max size...
If it helps, 'll say that I have a 34-inch waist and 43-inch hips, and it's a little effort to get it over my hips (for the underskirt portion, not the overskirt) but I can get it up and then it still fits after that without feeling like I'm gonna rip a seam. Sizing is more an issue for the underskirt than the overskirt.
I've only worn it twice.
