I purchased this secondhand and have worn it several times. It's in good condition with no damage or stains. The front bow and waist ties are detachable (I forgot to put the waist ties on for the photo, but they are included). Includes two extra buttons.

I couldn't find official info on when this item was released, but I did find a blog entry saying it was in a 2007 lucky pack.
