Handmade by me. Made a year ago for an event, but could never figure out a place in the rest of my wardrobe.
The material is a matte polyester, on the heavier side, so good for colder weather. Has two rows of ruffles, silver-grey lace, and shoulder straps.
Top of the waistband falls under the bust depending on your height.
