Hello! Sorry for the delay. I think the waist is considered "free" but I did a quick measure with a tailor's tape measure and I'd say at the smallest point it's about 86cm but the back shirring does extend that far. Fully stretched you can probably get an additional 10cm or so but it might be a bit uncomfortable.
