I had this commissioned from some small indie brand on etsy ages and ages ago. I requested a waist of 28 inch, I will provide rough flat measurements of my own shortly.
The skirt is pretty well made and is pretty, but the cotton layer underneath is a bit of a cheaper fabric. The lace layer is soft and lovely.  Very basic but elegant piece.  Has held up well over the years.  

Please note I do live with a cat if you have bad allergies.
